Add WeFax (Weather Fax) decoder mode
Implement HF radiofax decoding with custom Python DSP pipeline (rtl_fm USB → Goertzel/Hilbert demodulation), 33-station database with broadcast schedules, audio waveform scope, live image preview, and decoded image gallery.
