lib/diag: add ML1 Serving/Neighbor cell measurement
This adds support for two new log messages: * 0xB17F: Serving Cell Measurement and Evaluation * 0xB180: Neighboring Cells Measurements With these, we can retrieve realtime RSRQ/RSRP values for the UE's current cell as well as neighboring ones.
