Add GitHub Actions release workflow

Builds Linux (AppImage + .deb) and Windows (.exe + .msi) on tag push. Triggered by v* tags. Uses tauri-apps/tauri-action@v0. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
