Add isCustomRecoveryPassphraseEnabled() and estimateCustomRecoveryPassphraseStrength() to EnterpriseService, plus the CustomRecoveryPassphraseStrength result types. FOSS builds return false/null so the feature stays gated off; the enterprise implementation (estimator) lands separately in the enterprise repo.
