Simplify and speed up DeviceListener (#33543)

* Fix incoherent DeviceListener tests

* Re-order DeviceListenerCurrentDevice.recheck to reduce unnecessary work

* Introduce scopes in recheck to demonstrate which variables are shared

* Break recheck into separate functions
