Suppress needrestart prompts on Ubuntu Server

Set DEBIAN_FRONTEND and NEEDRESTART_MODE to prevent the "scanning processes/candidates/microcode" messages during apt installs. Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
