Merge the improved setup-dev.sh logic into setup.sh and remove the
separate dev script. The consolidated script includes:
- Stricter bash error handling (set -Eeuo pipefail)
- Cleaner output with info/ok/warn/fail helpers
- gpsd installation for GPS daemon support
- Required tools verification with hard fail
- Source build fallback for dump1090
